    Today, the Los Angeles County Board of Supervisors approved the establishment of the County Public Health Councils Program. The health councils will work with a third-party to monitor, document and report any violations of the County's Health Officer Orders and guidelines, essentially creating unions within these workplaces. There are no details as to how the third-party organization will be selected, if they are qualified, how they will be trained to identify any potential violations, and how much work time will be required of the employees to monitor, record and implement.     Van Nuys, Calif. – Today, the Los Angeles City Council voted to delay placing a proposed tax on vacant properties and parcels on the ballot until the 2022 election. The decision comes after the City released reports two weeks ago on the feasibility of taxing vacant properties. Read more

    Van Nuys, Calif. – Today, Governor Gavin Newsom issued an executive order regarding workers’ compensation for employees impacted by COVID-19. The order includes a provision for a rebuttable presumption that any employee who has contracted COVID-19, contracted it during the course of employment. Read more

    Today, the Los Angeles City Council approved a Right of Recall Ordinance and Worker Retention Ordinance – two polices that will impede the ability for businesses to recover from the COVID-19 public health and economic crisis. Despite VICA’s calls to the City Council urging important changes to the Ordinances to remove provisions on rebuttable presumptions and punitive damages - the City Council chose to make surviving the economic crisis impossible for businesses. In the midst of this global health crisis, the Los Angeles City Council will meet on Tuesday, March 24, 2020 to adopt several emergency measures. Two of the measures will dictate how employers can react to the financial crisis resulting from COVID-19.
